The Utah Division of Securities has issued an Emergency Order, and the Utah Securities Commission has issued an Order of adjudication regarding JTMK Group, Inc., Bruce William Anderson, and Robert Kenneth Yukes of Cache County for engaging in illegal securities activities.


- Unlicensed Activity: Bruce William Anderson and Robert Kenneth Yukes were not licensed to sell securities in Utah. JTMK Group, Inc. had also never been licensed with the Division to offer securities.
- Targeting Vulnerable Adults: Anderson and Yukes solicited investments from elderly residents in their retirement community and from their seniors ward congregation with the Church of Jesus Christ of Latter-day Saints. At least one investor they targeted suffered from severe dementia.
- Misrepresentations and Fraud: Anderson and Yukes made untrue statements and omitted material facts to investors. They claimed investor funds were needed to “bribe African government officials” and pay fees to release millions of dollars from a safe in Africa. They promised a guaranteed return of up to 30 times the initial investment. A purported account statement from “United Bank of Africa” was a photoshopped document, and the bank does not exist.
- Misuse of Funds: An investigation found that approximately 88% of funds flowing through the JTMK bank account were withdrawn in cash at ATMs in the Ivory Coast, Africa.
- Prior Violations: Bruce Anderson has a history of previous violations, including a 2009 felony conviction for two counts of securities fraud, 2024 convictions for communications fraud and intentional financial exploitation of a vulnerable adult. Bruce Anderson and Robert Yukes also have 2025 felony convictions for securities fraud and have been placed on Utah’s White Collar Crime Registry.
- Offense Summary: They called an elderly acquaintance with dementia and solicited him to purchase an equity interest in a limited liability company. They also made material misrepresentations and omissions with the offer, including that they were subject to disciplinary orders barring him from offering or selling securities in the State of Utah.
